Board of Trustee Minutes 02/25/2013

 

A regular meeting of the Board of Trustees of the Village of Delhi was held on Monday, February 25, 2013 at 6:30 p.m. in the Village Hall Boardroom. 

Present:           Mayor             Richard Maxey
                        Trustees          Gregory Krzyston, Jeremy Fitch, Gerry Pilgrim, Chris Maney                       

The meeting started with the Pledge of Allegiance at 6:30 p.m. 

Privilege of the floor was granted to Shirley Houck, Virginia Hoyt and Kevin Lee. 

Motion was made by Trustee Fitch to approve the minutes of the regular meeting of January 28, 2013 and the budget meetings of February 4, 11 and 20, 2013.  Motion was seconded by Trustee Krzyston and passed with all four Trustees voting yes. 

Motion was made by Trustee Fitch to approve the abstract dated February 25, 2013 in the amount of $146,673.14.  Motion was seconded by Trustee Krzyston and passed with Trustees Maney, Krzyston and Fitch voting yes and Trustee Pilgrim voting no. 

Motion was made by Trustee Fitch to accept the Bingo Inspection Report of 2/13/2013, the Police Report for January, 2013, the Code Enforcement Officer’s Report for 1/24 – 2/21/13, the Treasurer’s Report for January, 2013 and the DPW Superintendent’s Report dated 2/22/13.  Motion was seconded by Trustee Krzyston and passed with all four Trustees voting yes. 

Bill Brown from Delaware Engineering was present to discuss the bids received for the test wells.  

Motion was made by Trustee Krzyston to authorize the Clerk to issue a purchase order to Smith Well Drilling, Inc. based on quote dated 2/15/2013 submitted to Alpha Geoscience titled Village of Delhi Water Supply Evaluation.  Purchase order shall stipulate that contractor shall mobilize to work site by March 25, 2013.  Motion was seconded by Trustee Fitch and passed with all four Trustees voting yes. 

Motion was made by Trustee Maney to put the village insurance out to bid.  Motion was seconded by Trustee Pilgrim and passed with all four Trustees voting yes. 

Motion was made by Trustee Fitch to pass Resolution #1 of 2013 “Joint Sale of Tax-Acquired Properties by Village of Delhi and County of Delaware”.  Motion was seconded by Trustee Maney and passed with all four Trustees voting yes.  Resolution reads as follows: 

            WHEREAS the County of Delaware has proceeded to foreclose on the following properties in the Village of Delhi; and

            WHEREAS it is in the best interest of the Village and the County of Delaware to work together to protect the Village tax lien;

            NOW, THEREFORE, BE IT RESOLVED that the County of Delaware sell the interest of both municipalities, the proceeds from said sale shall be divided in proportion to the taxes owed each entity for the years 2011-2012 & 2012-2013.  Each parcel to be treated individually.

Motion was made by Trustee Maney to approve the St. Patrick’s Day Parade and authorizing the Delhi Police Department to assist with traffic control.  Motion was seconded by Trustee Krzyston and passed with all four Trustees voting yes. 

Motion was made by Trustee Maney to hire Frank Peck as a crossing guard at the current crossing guard rate of $12.00 per hour, pending approval of a background check.  Motion was seconded by Trustee Krzyston and passed with all four Trustees voting yes. 

Motion was made by Trustee Pilgrim to adjust the current water/sewer bill at 51 Elm Street to an amount reflecting the average of the previous three quarters.  Motion was seconded by Trustee Maney and passed with all four Trustees voting yes. 

Motion was made by Trustee Fitch to award bids as follows:  to Chris Cole for the 2005 Ford pickup truck in the amount of $1,699 and to Joanne Lawton for the 1979 Chevrolet Dump truck in the amount of $743.00.  Motion was seconded by Trustee Krzyston and passed with all four Trustees voting yes. 

Motion was made by Trustee Krzyston authorizing the Mayor to sign acknowledgement of Alarm Monitoring Procedures, Alarm Maintentance Procedures and General Information from Country Home Security Services.  Motion was seconded by Trustee Maney and passed with all four Trustees voting yes. 

DPW Committee will be reviewing the snow removal policy and will present it at the next regular meeting. 

Trustee Pilgrim stated that he has spoken to the village attorney and is trying to set up a joint committee between the Town and Village to create a recreational facility at Smith Pond. 

Trustee Maney reported that fireworks have been scheduled for July 5th, with a rain date of July 12th

Motion was made by Trustee Fitch to adjourn.
