Board of Trustee Minutes 04/15/02013

A regular meeting of the Board of Trustees of the Village of Delhi was held on Monday, April 15, 2013 at 6:30 p.m. in the Village Hall Boardroom.

Present:           Mayor             Richard Maxey
Trustees          Gregory Krzyston, Jeremy Fitch, Chris Maney, Dan Ayres

The meeting started with the Pledge of Allegiance at 6:30 p.m.

*all unanimous votes are unanimous WITHOUT the Mayor voting, unless otherwise noted.

Motion was made by Trustee Fitch to approve the minutes of the March 18, 2013 regular meeting, the March 20, 2013 public hearing, the April 1, 2013 organizational meeting and the April 8, 2013 budget hearing.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Fitch to approve the abstract of April 15, 2013 in the amount of $106,015.47.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch to accept the Bingo Inspection Report from April 3, 2013, the Police Report for March, 2013, the Code Enforcement Officer’s Report for 3/14 – 4/11/13, the Treasurer’s Report for March, 2013, the DPW Superintendent’s Report dated April 12, 2013 and the HUD Report for March, 2013.  Motion was seconded by Trustee Ayres and passed unanimously.

Christina Viafore was present from the Great Delhi Area Chamber to update the Board on what the Chamber has done this least year to support the Comprehensive Plan.

Motion was made by Trustee Maney authorizing the Mayor to sign the Planned Maintenance Agreement with Cummins Northeast for the generator at the WWTP (91% NYC funded) and directing the Clerk to remit $1,192.19 in payment of the contract.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch to hire Robert Sprague, Jr. as a part time summer employee at $10/hour for 20 hours per week.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Ayres to authorize the Mayor to work with the Office of Employment and Training for summer employment.  Motion was seconded by Trustee Krzyston and passed unanimously.

There was some discussion about purchasing two pedestrian crosswalk signs ($279 each).  The matter was referred to committee.

Motion was made by Trustee Fitch to approve the snow removal policy, with some changes.  Motion was seconded by Trustee Ayres and passed unanimously.

Motion was made by Trustee Maney authorizing $20,000 worth of I&I work through the sewer department.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Ayres to authorize the Mayor to sign a contract for I&I services, based on the village attorney’s recommendation.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Ayres to authorize the DPW Superintendent to proceed with the Road Plan as follows, at his estimated cost of $100,000, or within 5% of that estimate.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Krzyston to authorize the DPW Superintendent to proceed with the sidewalk replacement on High Street.  Motion was seconded by Trustee Fitch and passed with Trustees Krzyston, Fitch and Maney voting yes and Trustee Ayres abstaining.

Motion was made by Trustee Fitch to contact the SUNY students who prepared the three schemes for the Village Hall handicapped entrance renovations and let them know that we have selected their Proposal #1.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Maney authorizing the Mayor to proceed with purchasing seven lamp heads (LED lights) for Main Street pursuant to a current grant.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Fitch to authorize the Clerk to recalculate Kramarski’s water/sewer bill due to burst pipes by forgiving all sewer charges and capital charges, except their normal, average usage for sewer and capital charge.  Motion was seconded by Trustee Ayres and passed unanimously.

Trustee Ayres recognized a letter from Candace Vancko, President, SUNY Delhi in which she thanked Chief Mills for his prompt and professional response to a bomb threat on campus.

Motion was made by Trustee Fitch to adjourn.  Motion was seconded by Trustee Krzyston and passed unanimously.

Meeting adjourned at 8:45 p.m.
