Board of Trustee Minutes 11/18/2013

A regular meeting of the Board of Trustees of the Village of Delhi was held on Monday, November 18, 2013 at 6:30 p.m. in the Village Hall Boardroom.

Present:           Mayor             Richard Maxey

Trustees          Gregory Krzyston, Jeremy Fitch, Chris Maney, Dan Ayres

The meeting started with the Pledge of Allegiance at 6:30 p.m.

*all unanimous votes are unanimous WITHOUT the Mayor voting, unless otherwise noted.

Meeting opened with the Pledge of Allegiance at 6:30 p.m.

Privilege of the floor was granted to Matt Krzyston.  He indicated he has an openness to collaborate with the Village.

Motion was made by Trustee Fitch to accept the minutes of the regular meeting of October 21, 2013 and special meeting of October 30, 2013.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Ayres to approve the Abstract dated November 18, 2013 in the amount of $102,656.93.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Krzyston to accept the following reports:  Bingo Inspection Report from 10/16/13, Police Report for October 2013, HUD Report for October 2013, Code Enforcement Officer’s Report for October 17 – November 14, 2013 ,  Treasurer’s Report for October 2013 and DPW Superintendent’s Report dated 11/14/13.  Motion was seconded by Trustee Ayres and passed unanimously.  Trustee Maney indicated that the weather this week looks favorable and we should get the curbing done on Cross Street.  Mayor Maxey mentioned to the Board that the radio read system line item will be over budget a little due to scheduled replacement.

Motion was made by Trustee Krzyston to pay NYS Retirement invoice - $144,472 for Employees’ Retirement System and $57,561 for Police and Fire Retirement System.    Motion was seconded by Trustee Maney and passed unanimously.

Discussion was had regarding a request for extension of storm drain.  Motion was made by Mayor Maxey to allow the extension to happen but at the owners expense with supervision by a Village employee and relocating the concrete trench drain to the owners side in the driveway (the property owner will be responsible for maintaining).  Motion was seconded by Trustee Fitch and passed unanimously.

Discussion was had to transfer $30,000 from fund balance to the building reserve to cover the matching cost to the O’Connor Grant (handicap access and electrical upgrade).  Motion was made by Trustee Maney to transfer $25,000 for the matching grant for the handicap access.  Motion was seconded by Trustee Ayres and passed unanimously.

Discussion was had regarding recertification training.  After some discussion Mayor Maxey said that an ad hoc committee, comprised of Trustee Krzyston and Trustee Ayres, should discuss and come back to the Board with a policy to handle.

Discussion was had as to which contract Chief is under starting 1/1/14.  Motion was made by Trustee Fitch to place Chief under the PBA contract for benefits.  Motion was seconded by Trustee Ayres for discussion.  After much discussion, vote was taken – Trustee Fitch voted Yes, silence from the other Board members – motion failed.

DPW Committee – no report but Trustee Ayres said that the fluoride is almost ready to go – he is happy about that.  Mayor Maxey indicated the Village is waiting to hear back from Department of Health.

Joint Services Committee – Trustee Ayres advised they met on October 23 – play ground equipment has been received.  Thank you to Town for their help with Bell Hill.  Discussion was previously had that maybe the Village could use the Town mechanic but the Town of Delhi has eliminated the mechanic.  Discussion is still ongoing regarding the ice skating and Trustee Ayres wanted to know which site (Smith Pond or the old pool site) does the Village board prefer.  Majority of the Village Board favor the old pool site that was recently used for the Delaware Academy bon fire for homecoming.

Discussion was had about supporting Santa on the Square with the $400 fee for the wagon rides at the winter festival (Sunday, December 15, 2013 from 4 – 6 pm) again this year.  Motion was made by Trustee Fitch to pay the $400 fee for the wagon rides.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Maney to adjourn.  Motion was seconded by Trustee Krzyston and passed unanimously.
