Board of Trustee Minutes 04/07/2014

The organizational meeting of the Board of Trustees of the Village of Delhi was held on Monday, April 7, 2014 at 6:00 p.m. in the Village Hall Boardroom.

Present:           Mayor             Richard Maxey

Trustees          Gregory Krzyston, Jeremy Fitch, Dan Ayres, Chris Maney

The meeting started with the Pledge of Allegiance at 6:00 p.m.

*all unanimous votes are unanimous WITHOUT the Mayor voting, unless otherwise noted.

Motion was made by Trustee Fitch to approve the following appointments by Mayor Maxey, motion was seconded by Trustee Ayres and passed unanimously:

Deputy Mayor:                        Gregory Krzyston (term ends April 2015)

Village Attorney:                     Roemer, Wallens, Gold & Mineaux LLP

Code Enforcement Officer:    Thomas Little

Health Officer:                       Regina Krzyston

Village Historian:                    Victor Iwanow

Motion was made by Trustee Fitch to establish the official meeting time of the Village Board as the third Monday of every month, except that it is to be the fourth Monday in January and February at 6:00 p.m. in the Village Hall Board Room.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Krzyston designating the Walton Reporter and the Delaware County Times as the official newspapers for the Village of Delhi.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch designating the Delaware National Bank of Delhi as the official depository for the Village of Delhi. Motion was seconded by Trustee Ayres and passed unanimously.

Motion was made by Trustee Ayres authorizing the Clerk-Treasurer and Deputy Clerk-Treasurer to be signatories for all village checking, savings and investment accounts.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Krzyston to designate Fiscal Advisors & Marketing, Inc. as the Village Financial Advisor.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch authorizing the Clerk-Treasurer and Deputy Clerk-Treasurer to pay all utilities, freight and postage expenses as needed.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Fitch authorizing the Clerk-Treasurer and Deputy Clerk-Treasurer to pay all employee reimbursements and all recurring monthly bills as needed.  Motion was seconded by Trustee Ayres and passed unanimously.

Motion was made by Trustee Krzyston directing the Clerk to advertise the names of the official newspaper and official depository, the official meeting time of the Board of Trustees and the time of the 2014-2015 Organizational Meeting of the Village Board.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch to accept the following assignments of Trustees to Board Committees.  Motion was seconded by Trustee Maney and passed unanimously:

DPW Committee:                                            Trustees Maney, Fitch

Police Committee:                                          Trustees Fitch, Krzyston

Joint Services Committee:                              Trustees Ayres, Maney

Codes, Buildings & Planning Committee:       Trustees Krzyston, Ayres

Finance Committee:                                       Mayor Maxey, Deputy Mayor Krzyston

Motion was made by Trustee Krzyston to appoint Dave Wakin, Jr. as Chairperson of the Planning Board.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch to appoint Duane Sturdevant to the Planning Board with his term expiring 2019.  Motion was seconded by Trustee Ayres and passed unanimously.

Motion was made by Trustee Ayres to appoint Antha Robbins as Chairperson of the Zoning Board of Appeals.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch to appoint Nancy Hughes to the Zoning Board of Appeals with her term expiring 2017.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Fitch to approve a request by TKE Fraternity to Close Church Street from 10 a.m. until 5 p.m. on April 19, 2014 for the Community Festival.  Motion was seconded by Trustee Krzyston and passed unanimously.

6:30     Nicole Franzese from Delaware County Planning was present to discuss village zoning.

Motion was made by Trustee Ayres to open the Public Hearing on the tentative 2014-2015 Village Budget.  Motion was seconded by Trustee Maney and passed unanimously.  Hearing opened at 7:15 p.m.

Mayor Maxey explained that the tentative budget shows no tax levy increase, and no water or sewer rate increases for the 2014-2015 fiscal year, although tax payers will see slight rate increase due to a drop in village assessment.

Motion was made by Trustee Fitch to close the public hearing.  Motion was seconded by Trustee Ayres and passed unanimously.  Public hearing closed at 7:27 p.m.

Motion was made by Trustee Fitch to adopt the tentative budget as presented.  Motion was seconded by Trustee Ayres and passed unanimously.

Motion was made by Trustee Krzyston at 7:25 p.m. to enter into executive session to discuss PBA contract negotiations.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Ayres to exit executive session.  Motion was seconded by Trustee Fitch and passed unanimously.

Open session resumed at 7:56 p.m.

Motion was made by Trustee Fitch to adjourn.  Motion was seconded by Trustee Ayres and passed unanimously.

Meeting adjourned at 8:08 p.m.
