Board of Trustee Minutes 09/22/2014

A regular meeting of the Board of Trustees of the Village of Delhi was held on Monday, September 22, 2014 at 6:00 p.m. in the Village Hall Boardroom.

Present:           Mayor             Richard Maxey

Trustees          Jeremy Fitch, Greg Krzyston, Chris Maney, Robin Hultenius

The meeting started with the Pledge of Allegiance at 6:00 p.m.

*all unanimous votes are unanimous WITHOUT the Mayor voting, unless otherwise noted.

Privilege of the floor was granted to Ellen Ciferri and Allan Alwine.

Motion was made by Trustee Krzyston to approve the minutes of the August 25, 2014 meeting.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch to approve the Abstract dated September 22, 2014 with the addition of a medical reimbursement to an employee for $60.20.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Hultenius to accept the Bingo Reports for 6/11/14 and 8/13/14, the HUD Report for August, 2014, the Police Report for August, 2014, the Code Enforcement Officer’s Report for 8/22 – 9/19/2014, and the DPW Superintendent’s Report dated September 19, 2014.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Maney authorizing two DPW employees to attend the WWTP Training in Waterloo on October 9th or Canastota on October 15th.  The Village will pay for registration, and the Village truck will be used for transportation.  Motion was seconded by Trustee Hultenius and passed unanimously.

Motion was made by Trustee Maney authorizing a DPW Employee to attend the NYCOM Public Works School in Saratoga Springs October 20-23, 2014.  The Village will pay for lodging and registration and the Village truck will be used for transportation. Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Hultenius to approve a request by the Chamber of Commerce to block off parking spaces on Court Street on Friday evening, September 26 to allow food vendor parking early Saturday morning, and to have extra garbage cans placed around the square for the Harvest Festival on September 27, 2014.  Motion was seconded by Trustee Krzyston and passed unanimously.

6:30 – Bill Brown from Delaware Engineering was present to give an update on the water system improvement project’s progress on Delaware Avenue.

Motion was made by Trustee Krzyston to approve resolution #8 of 2014 regarding curb stops on Delaware Avenue.  Motion was seconded by Trustee Fitch and passed unanimously.  Resolution reads as follows:

Whereas, the Village of Delhi has a USDA loan/grant to upgrade its water system.

Whereas, this upgrade is to extend the water system approximately 1,000 feet on Delaware Avenue.

Whereas, the USDA grant will not fund four (4) curb stops on this extension.

Whereas, local law 287-2 allows the Village to recoup its cost associated to installation when the owner requests municipal water by application.

Whereas, up to $5,000 will be spent by the Village to install four (4) curb stops with the cost being passed along to the property owners.

Whereas, installation of these curb stops prevents the roadway from being excavated in the near future.

Now, upon consideration, the Village hereby authorizes the expense of this work from the Water Capital Fund balance.

Motion was made by Trustee Krzyston authorizing Chief Michael Mills to purchase a workstation computer form ISD at a cost of $972.99.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch to adjourn.  Motion was seconded by Trustee Hultenius and passed unanimously.
