Board of Trustee Minutes 7/18/2011

 

A regular meeting of the Board of Trustees of the Village of Delhi was held on Monday, July 18, 2011 at 6:30 p.m. in the Village Hall Boardroom. 

Present:               Mayor                   Richard Maxey
                           Trustees              Gregory Krzyston, Christopher Maney, Jeremy Fitch, Gerry Pilgrim                                                               

The meeting started with the Pledge of Allegiance at 6:30 p.m. 

Privilege of the floor was granted to Greg Krzyston, Ed Chytalo, Shirley Houck, John Leddy, David Truscott and Caryl Razler. 

Motion was made by Trustee Pilgrim to approve the minutes of the June 20, 2011 regular meeting and the July 6, 2011 special meeting.  Motion was seconded by Trustee Fitch and passed unanimously. 

Motion was made by Trustee Fitch to approve Abstract dated July 18, 2011.  Motion was seconded by Trustee Krzyston and passed unanimously. 

Mayor Maxey stated that as announced at the July 6, 2011 special meeting, he had delivered the land transfer papers for the pool to the Town of Delhi Supervisor.  Mayor said that as of today’s date, they had not been signed and returned. 

Motion was made by Trustee Fitch to approve the Police Report for June, 2001, the Code Enforcement Officer’s Report for June 15 – July 14, 2011, the HUD Report for June, 2011 and the Treasurer’s Report for May, 2011.  Motion was seconded by Trustee Krzyston and passed unanimously. 

7:13:      Public hearing was held on proposed Local Law #3 entitled “A Local Law Amending the Code of the Village of Delhi Relating to Limited Time Parking on Main Street”.  

Motion was made by Trustee Fitch at 7:17 p.m. to close the public hearing.  Motion was seconded by Trustee Maney and passed unanimously. 

7:17:      Public hearing was held on proposed Local Law #4 entitled “A Local Law Amending the Code of the Village of Delhi Relating to Prohibited Parking on High Street”.  

                Dan Ayres of High Street wondered if there was anything we could do about the speed of the cars on High Street. 

Motion was made by Trustee Krzyston at 7:33 p.m. to close the public hearing.  Motion was seconded by Trustee Fitch and passed unanimously. 

7:33:      Public hearing was held on proposed Local Law #5 entitled “A Local Law Amending the Code of the Village of Delhi Relating to Designated Handicapped Parking Spaces”.  

Motion was made by Trustee Fitch at 7:46 p.m. to close the public hearing.  Motion was seconded by Trustee Krzyston and passed unanimously. 

Motion was made by Trustee Fitch to approve the draft reports for the financial statements of Toski, Shaefer & Co. for the fiscal year ended May 31, 2010.  Motion was seconded by Trustee Krzyston and passed unanimously. 

Motion was made to schedule a public hearing on proposed Local Law #6 entitled “A Local Law Amending the Code of the Village of Delhi Relating to the Public Nuisance Law” for August 15, 2011 at 7:00 p.m. 

Motion was made to schedule a Transportation Enhancement Project informational meeting for 6:00 p.m. at the next regular meeting on August 15, 2011.  Motion was seconded by Trustee Krzyston and passed unanimously. 

Motion was made by Trustee Krzyston to pass Local Law #3 “A Local Law Amending the Code of the Village of Delhi Relating to Limited Time Parking on Main Street”.  Motion was seconded by Trustee Fitch and passed unanimously. 

Motion was made by Trustee Krzyston to pass Local Law #4 “A Local Law Amending the Code of the Village of Delhi Relating to Prohibited Parking on High Street”.  Motion was seconded by Trustee Maney and passed unanimously. 

Motion was made by Trustee Fitch to pass Local Law #5 “A Local Law Amending the Code of the Village of Delhi Relating to Designated Handicapped Parking Spaces”.  Motion was seconded by Trustee Maney and passed unanimously. 

Bids were opened for tree trimming/removal and painting the Village Hall. 

Motion was made by Trustee Krzyston to accept the bid from Spring Lake Tree Service in the amount of $5,600.00 for tree trimming and removal around the Village.  Motion was seconded by Trustee Fitch and passed unanimously. 

Motion was made by Trustee Fitch to accept Second Nature Construction as the low bidder for painting of the Village Hall with the understanding that the scope will be adjusted so the cost does not exceed $20,000.  Motion was seconded by Trustee Krzyston and passed unanimously. 

Motion was made by Mayor Maxey to endorse The Catskill Development Foundation grant application for the Hoyt Park location which includes a boat slide, informational kiosk, information about stream and water quality as well as information regarding the Village of Delhi.  Motion was seconded by Trustee Krzyston and passed with Mayor Maxey and Trustees Krzyston, Maney and Fitch voting yes and Trustee Pilgrim voting no. 

Trustees Maney and Fitch will meet with the Chief of Police to work on revising the policy regarding Delhi Police Department leaving the Village for emergency calls. 

Motion was made by Trustee Fitch to adjourn.  Motion was seconded by Trustee Krzyston and passed unanimously. 

Meeting adjourned at 9:04 p.m.
