Board of Trustee Minutes 8/15/2011

 

A regular meeting of the Board of Trustees of the Village of Delhi was held on Monday, July 18, 2011 at 6:30 p.m. in the Village Hall Boardroom.

6:00 Informational meeting regarding the Transportation Enhancement Project (sidewalk grant)

The meeting started with the Pledge of Allegiance at 6:30 p.m.

Privilege of the floor was granted to Ed Chytallo, Shirley Houck, Peter Bracci and David Truscott.

Motion was made by Trustee Fitch to approve minutes of the July 18, 2011 regular meeting.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch to approve the Abstract dated August 15, 201, totaling $104,496.16. Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Maney to accept the Police Report for July, 2011, the Code Enforcement Officer’s Report dated July 14 – August 12, 2011 and a report from the DPW Committee.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch to authorize the Mayor to sign the Amendment to the Owner-Engineer Agreement with Delaware Engineering, PC to conform with USDA requirements.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Pilgrim to authorize the Clerk to pre-pay for 650 gallons of propane for the water plant at a cost of $2.76 per gallon.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch to accept the Delhi Summer Tennis Program Post Season Report for 2011 and the Delhi Little League Report for 2011.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch to allow David Curley to attend NYCOM’s Public Works Training School in Saratoga Springs October 24-26, 2011, with the Village paying tuition and room and board, and reimbursing mileage or using the village truck, if possible.  Motion was seconded by Trustee Pilgrim and passed unanimously.

Motion was made by Trustee Fitch to allow Clerk Griffin and Assistant Clerk Schmitz to attend NYCOM’s Fall Training School September 19 – 22, 2011 in Saratoga Springs, with the Village paying tuition, room and board and reimbursing mileage.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch authorizing the Mayor to sign the contract with Fixed Assets Inventory Services for $2500 to perform the Village’s appraisal and fixed assets program plus a $500 annual update service.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch to pay Delaware Engineering $994.80 for Phase III work and to pay Jeff Scanlan $628 for mowing.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Maney to offer NYS Deferred Compensation’s Roth 457 participation to its employees.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Maney to authorize the Mayor to sign the MOU with Teamsters, Local 693 regarding vacation time. Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch to authorize the Mayor to sign the engagement letter with Toski & Schaefer to audit fiscal year 2010-2011.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Maney authorizing Delaware Opportunities Head Start program to use the kitchen at the Village Hall for health evaluations prior to their appointments for fingerprints on October 18, 2011 and November 1, 2011 from 9:30 a.m. – 1:30 p.m.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Maney authorizing the Police Chief to proceed with grant preparation for  interrogation equipment in coordination with the police committee.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Maney to schedule a public hearing on revisions to the Nuisance Law for September 19, 2011 at 7:00 p.m.  Motion was seconded by Trustee Pilgrim and passed unanimously.

Motion was made by Trustee Fitch to approve end of year transfers for fiscal year 2010-2011.  Motion was seconded by Trustee Maney and passed unanimously.

Mayor announced that the painting of the village hall began last week and that tree trimming will be starting this week.

Motion was made by Trustee Maney to purchase a name plate for the “Shirley Houck Room of Records”.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Maney at 8:20 p.m. to enter executive session to discuss the employment history of a particular person.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch to exit executive session.  Motion was seconded by Trustee Maney and passed unanimously.

Open session resumed at 8:55 p.m.

Motion was made by Trustee Fitch to adjourn.  Motion was seconded by Trustee Pilgrim and passed unanimously.

Meeting adjourned at 9:13 p.m.
